West Sussex council urges national ban on smartphones in primary schools

West Sussex County Council has called for a nationwide ban on smartphones in primary schools, citing concerns about children’s wellbeing, emotional development and learning. Councillors say restricting access to mobile phones during the school day would help reduce distraction and limit exposure to harmful online content.
The proposal follows the passing of a notice of motion at a full council meeting on Friday, December 12. The motion, put forward by councillor John Dabell, builds on earlier discussions about the impact of toxic online material and the importance of positive role models for young people. It was also informed by a recent West Sussex Online Harms Seminar attended by educators, public health officials, police, digital safety experts and young people.
Councillors Jacquie Russell and Bob Lanzer have agreed to write to Education Secretary Bridget Phillipson to formally request a full ban on smartphones in primary school settings. Current government guidance already advises schools to prohibit mobile phones and smart devices during the school day, but the council is urging ministers to introduce a clear national policy.
