West Sussex Councils Submit Interim Plan for Local Government Reorganisation

Councils across West Sussex have submitted an interim plan to the government outlining progress on Local Government Reorganisation and requesting urgent guidance on key structural issues ahead of a final proposal in September.

The draft interim submission, sent to the Minister for Local Government and English Devolution, sets out early proposals for creating unitary authorities, with the aim of improving service delivery in areas such as social care and homelessness prevention. The plan includes initial options for council structures, governance arrangements, and democratic representation, with the councils pledging to consult widely as proposals develop.

While the plan outlines indicative costs and collaboration frameworks, the councils have raised several unresolved questions with the government. These include clarity on potential boundary changes, especially in relation to Brighton & Hove, and how Crawley fits into the broader devolution agenda given its economic ties to Surrey. Additional guidance is sought on timelines, population thresholds, and funding under the proposed Devolution Bill.

Michael Jones, Leader of Crawley Borough Council, speaking on behalf of the West Sussex Leaders, said the group is committed to a smooth transition but stressed the need for government clarity to avoid delays. The councils intend to build a shared evidence base and continue joint working to ensure the final plan reflects the region’s needs.
